Phases of Legal Process Modeling

Well, I think some textual explanation needs to be provided to the picture of the previous post, just for the ease of Ctrl-C / Ctrl-V :)

Phase 1: MCT

In this phase:

The modeller prepares the very first draft of the model (the zero version model)

The v0 model is discussed in the Modeling Core Team in order to detect any unnecessary diferences to currently elaborated patterns, to discover new patterns, to establish a link a to already created models.

As a result of the discussion a new version (v0p1) of the model is created by the modeler.

The modeler also sends reqest of consultation (by email) to the TSE and the SME involved in the specific legal process informing them about the possible date(s) of discussion on the v0p2 model. This request is to be sent (preferably) one week in advance.

The v0p1 model is discussed with the TSE involved.

Phase 2: SME1

In this phase:

The modeller prepares the v0p2 model based on the previous discussions.

The v0p2 model is discussed with the SME involved (always) the TSE is free to chose to be present and to contribute to the discussion.

The results of the discussion is consolidated by the modeler.

Phase 3: SME2

In this phase:

The modeller prepares the v1p0 model based on the previous discussions.

The modeller also sends request of consultation (by email) to the TSE and the SME involved in the specific legal process informing them about the possible date(s) of discussion on the v1p0 model. This request is to be sent (preferably) one week in advance.

The collection of elements and the progress table is amended acordingly by the MCT

The v1p0 model is discussed with the SME involved (always) the TSE is free to chose to be present and to contribute to the discussion.

The results of the discussion is consolidated by the modeler.

Phase 4: Acceptance / Comittee

In this phase:

The modeller prepares the v2p0 model based on the previous discussions.

The v2p0 model is sent to the SME involved by electronic means for written acceptance.

In case the model is not accepted by whatever reasons the SME shall communicate back the requested modifications in writing to the modeler.

In this case the modeller prepares the v2px model based on the written requests of the SME, and sends the model for acceptance.

This loop can not be broken until the model is accepted by the SME.

When the v2px model is accepted should notify by email the TSE involved and the MCT about the acceptance.

It is up to the SME to decide whether to present the v2px model at any of the CCC sessions. It is the task of the SME to present the model at the CCC.

It is up to the TSE to decide whether to present the v2px model at any of the ECG sessions in case the SME did not want to present the model to the CCC. It is the task of the TSE to present the model at the ECG.

‼ It is very important to present the model only at one committee, it should be the task of the MS representatives to coordinate amongst themselves and give feedback on the model via a single communication channel. The multiple / parallel presentation will lead to different interpretations / requirements.

Phase 5: Finalization

In this final phase:

In case there were discussions the modeller prepares the v3p0 model based on the discussions at CCC or ECG level.

The modeller notifies the TSE and the SME involved about the final version of the model by email.

The MCT amends the progress table and the collection of elements accordingly.

Following these steps and many times parallel with these the consolidation of the models (joining of the individual parts / processes) is to be performed by the MCT.

As the result of that consolidation is a model the same process is applicable for those too.
